Black Vulcan exists only because there were disputes with Tony Isabella over Black Lightning at the time. Black Vulcan's a stand-in for Jefferson Pierce.

It's a possibility.

The movie Electro is going to have a different backstory, so there could easily be a story about a random nobody Spider-Man's on friendly terms with being given Electro's powers.

Another Black Lightning stand-in, Soul Power from Static Shock, took 'em.

Jamie Foxx said that Electro's costume in the film was black, so it's possible they're taking some inspiration from the version of Electro that appeared in Ultimate Spider-Man.

If Electro were just to get stuck in some sort of permanent 'electric mode' (this is Marvel comics!), there would be no need to involve the topic of race. So you get to maintain the Electro/Spider-Man history from the comics. Any film-watcher that doesn't know Electro is a white guy isn't going to know Electro is a white guy.

Electro's actually had at least two big moments:

In PAD's Return of the Sin-Eater, Electro discovered that Peter's wall-crawling abilities work off static electricity...and he gave him a good beating. Then he publicly humiliated Spider-Man on a live talk show. They never followed up on the static thing to my knowledge.

And then there was that story where Electro became so powerful Spidey had to team up with X-Man to stop him. ASM 425, I think.

There was also the "Light The Night" storyline (Spiderman #38-40).
