Possibly, but i think it's more likely to be a wrap up issue of the entire run, and as others have suggested, maybe a lead in to multiversity.The main plot with the battle with the evil 5th dimensional Imp will likely still be extra sized and end in #17. #18 will likely tie off a few loose ends and bring the book firmly into the modern new 52 to start off Diggle's run while setting up something for Multiversity. It's also possible that Diggle and Daniel needed a little more lead time and instead of just going for a fill in or an inventory story for #18, Idelson and Berganza convinced Grant and Rags to do one more issue, which might just be a stand alone Superman story that's an epilogue to their run. I guess we will see for sure when the updated solicits are announced.
If the shoe fits: "a crankly old man standing just on the edge of a crowd gathered for a concert and stamping his feet yelling at the crowd to stop having fun, that they don't know what fun is."
Going forward, could this be a possible approach:
Vinny's tale is over when Morrison finishes his run. There's no 'bringing him back' or anything like that, but he can 'reappear' further down the line, primarily behind the scenes, as his various machinations took place over decades of Superman's life. It wouldn't be 'Vinny's return' but a 'this is also what Vinny tried to do'.

I think it's more likely that we'll get a hodgepodge of artists, instead.
With artists like CAFU, Brad Walker, and Chris Sprouse floating around, there is really no reason not to just give that final issue to one (or two) of them and cut Rags out of it completely, if it is an epilogue.
Let Rags (and Walker) finish the final extra sized issue together for continuity and consistency (as much as one can salvage, at this point) and let Sprouse and CAFU (or just Sprouse or just CAFU, if either can finish it alone) take the final stand alone issue.
