When and under what circumstances. Because Warlock's otherwise biggest incident of time travel and "time manipulation" (outside of the time he was massively jacked up by the Church of Universal Truth) that I can recall of himself was in Warlock 11, where he had to use Thanos' time probe to be sent to a level of reality where he could stand on his own embodied "kismet trail" to be able to enter and otherwise zap it to get rid of the Magus and otherwise kill himself to reboot the universe.Other than that he's time travelled multiple times.
In fact that would put a gigantic question mark on Warlock "manipulating time" at all, considering the special circumstances and technology of Thanos involved.

Unless I skipped or missed or am short a page, no it didn't at all. The only thing Count Abyss did was time freeze Gamora with her own gem. Is there a later issue you are otherwise thinking of that says what you are saying happened? Because otherwise, here is what happened in Warlock and the Infinity Watch 32:Time got frozen by Count Abyss using the time Gem and Warlock didn't (infinity watch issue 32).
Freezing Gamora with her own gem is not freezing all of time about the place.
