The comics industry is stupid when it comes to portraying youth.
Though one would argue having something as distinctive as a goatee would give out Ollie being GA.
Though that wpouldnt be a problem on the old or smallville universe.

I'm going to be cautious with this one instead of getting myself all hyped for it. That happened with Layman on 'Tec and that one turned out to be a rather bland and by the numbers book to me. I'm going to go into this one expecting only that it will be better than Nocenti was but nothing beyond that.

I don't know if you're an artist or if you've ever drawn comics, but every line you add to a character's face ages them a year to ten years, depending on the placement. When you put facial hair on the character, it immediately ages them because you are adding line detail to regions of the face that are used to depict age, namely the creases at the sides of the mouth and chin.
It also tends to make teenagers look older in real life too.
If they're aiming for a young Green Arrow, their mindset is to update his golden age appearance while keeping him iconic. I've heard from inside sources that Dc isn't against the goatee being drawn on him down the road. He hasn't grown into it yet.
