The only thing anyone is really suggesting gives them a chance is the reality bomb, which was actually demonstrated to be capable of what they said it was (as it was already destroying another universe before it was even built), so it's got the feats to back up its destructive power. Furthermore, the daleks have some very impressive feats against timelord technology, which is extremely high end, as well as ships that can exist in a place where it is fundamentally impossible for anything to exist, and a space station that can survive the end of all universes. They also have stuff like instantly moving 27 planets across time and space while keeping all denizens of those planets alive with artificial atmosphere containment, lighting, and heat that is exactly equal to what they had under their stars, then shifting all those planets one second out of phase with time. All of this backs up hearsay evidence from the Time War.

Mephisto probably beats them (I don't really know the character, honestly), but no one is really overrating the Daleks. Underrating Mephisto and the MU possibly, but not overrating the Daleks. They're definitely not a threat Mephisto can just ignore.

Edit: They're also really smart. Using nothing but human resources and tech, the Dalek Emperor put an entire fleet of daleks and dalek ships together that were able to warp continents with their weapons. Not remotely impressive compared with daleks operating with more than just scavenged tech, but when you consider the situation, it's like if you dropped a regular human into the rainforest, and he came out a few years later having built a fleet of fighter jets and a nuclear arsenal, and trained all the monkeys in the jungle to be pilots.
