Does Marvel own them? We have Ice Master as appeared in Thunderbolts. What about the rest? Are there any decent ones besides Ice Master and Madam Web???

I'm pretty sure Marvel owns them.
A few others had promise:
McBrain has a horrible name*, but some promise. Maybe's he's really Gremlin's kid?
Nothing really wrong with Hotshot.
That Betsy chick with her creepy plants was sorta cool.
*No offense to that dude in Iron Maiden.

Yes Marvel owns the characters. Ice Masters has appeared several times since the add even becoming a member of the masters of Evil. Many of the Spider-Man villains appeared not to long ago in an Elektro story being held in a prison called the S-Wing.
No she was absent from the prison. The Hostess characters that were imprisoned in S-Wing were Chairman, Demolition Derby, the Fly, Home Wrecker, Hotshot, Human Computer, June Jitsu, Legal Eagle, Larcenous Lil, Photoman, Printout Man and Simon the Evil Swami along with a couple other Spider villains not from the Hostess ads.
Could you be confusing Madam Web with Madame Web?
The first is the Hostess villain, and the second is a lesser known Spider-Man character that has been around since 1980.
hopefully some will be adapted into cartoon form, also a side-bit in the next movie wouldn't hurt.
