Unless Foaly got new patents in the last few books which I didn't read (he might, he is ridiculous like that), LEPRecon stealth is a natural ability that the fairies have to trigger, rather than tech.

In any case, Holly has a sizable advantage here.

She is sufficiently fast that Harry isn't going to quickdraw her, her weaponry is no joke and can get a decent mindscrew going just by speaking aloud.

She needs eye-contact for it. And Harry has feats against Impero, so I'd say the Mesmer is unlikely to work all that well. (Yes, the fairies claim that it's impossible for humans to resist, but Butler pretty clearly proved that wrong.)

But her weapon, unless I'm misremembering has a beam setting.

Even if it doesn't, it'll take him down in one shot and Holly is a very good shot.

Eye contact allows full scale control, but the vocal component alone has hypnotic qualities.

He also very nearly gave himself a coronary in his IIRC failed attempts to resist.
