    Either is fine. Making up stuff is nice, but well I make games with lists of pre made stuff.

    To actually answer this; I prefer picking from a pre-made list as it helps stop powergaming and people coming up with their own broken powers.

    I don't mind the concept either. On the flipside though, it then becomes the responsibility of the GM to design powers, with all the potential brokenness and/or imbalance that entails.

    I'm cool with it, in general. As has been pointed out, this can help ensure that players don't break the game wide open by making their own crazy powers.

    In this case, should we assume most will correspond to the SoM spells?

    Pretty much, yeah. I'll try to expand on it a bit, and some abilities might get shifted around.

    After a major plot twist, new powers will be unlocked as well, but that wouldn't be for a while yet.

    I'd prefer a premade list for once.

    - Physicality: Covers your raw physical capacities.

    - Suspicion: Governs how much NPCs suspect you of being an undercover cop and, by proxy, how much they trust you. If you act in a suspicious manner, NPCs will start to lose trust in you and may attack or conspire against you because they think you are a cop.

    And, as a last teaser, there are seven gangs to choose from in the city already. Eight if you count being an undercover cop as another allegiance. So there are plenty options for you to choose from.
