Absolutely, Tony Todd made this episode one of my favourite of Trek ever!

Just looking at the rocket, it pretty clearly looks like it has no warp drive on it which means it travels at sub-light speed (this is also backed up by the fact that its explosion later on when Picard sabotages it is pretty small).
Who says there's no warp capability on it? K'Ehleyr's probe was smaller than that and travelled at warp 9. And explosions are explosions, they're as big as dramatically necessary.

Like most answers, time and money.
Some of the uniforms on the big screen were noticeably more worn out with little time and budget in costuming to fix.
