My time is meaningless. I'll thus go for 22. I don't know why. I think I could assemble a workable cast with half that, but this means I get to mentally damn more characters.
Guidelines: must be alive in 616, not X-affiliated (they've suffered too much, and would be too much more awesome than the rest of the cast. Yes, Quentin Quire would be awesome here, and the Gen Hope kids need to be toughened up and Idie needs to die and soon. Rockslide or Hellion could have their first good role in years. Pixie would make this positively magical. Alas, alas, standards must be maintained.)

1 Spidergirl. That one from the Young Allies. I'd get that Bucky chick too, but I think she's dead.
2 Speed. Grooviest of the Young Avengers, he needs a breakout solo role.
3 Patriot. Needs to die at Speed's hand.
4 Cammi. Needs to be awesome.
5 Deathlockette. Needs to hook up with Cammi.
6 Lightspeed.
7 Molly. Hopeless was right to want her in.
8 Kenji. We all know he's not really dead. And that power is enough to overcome the no X guideline.
9 Klara. Because.
10 Cullen Bloodstone. Because a sullen stoner is groovy.
11 Anachronism. Because Axe.
12 Hazmat. Because groovy power.
13 Mettle. Because diversity, he he heh.
14 Justice. Because JUSTICE.
15 Finesse, because I think she would be many times better than X-23 for this book. Not times 23, but close.

18 That Namora who popped up a couple of years ago and I genuinely don't know if she's dead or anything.
19 616 Blink. Because this book can layeth the smackdown.
20 Kid Britain. Everyone loves legacy characters.
21 Manipulative scheming chick I totally forgot the name of from Hogwarts.
22 Lucy in the Sky with Diamonds.

2, 4, and 5 are the only ones guaranteed to survive through sheer awesomeness. I'd let maybe another 4 survive. They'd be harder to pick, there are a lot of good characters listed her.

Some of us love to love him *sob*. His epic Brian Wood written miniseries is getting a lot of 'worst X-mini of 2012' votes. Which is a shame, because you might have heard it's epic.
