I'd say the Joker appears very unafraid of the Batman... Fear wouldn't be the word I'd use to describe their relationship.
A world without Batman who else could match him the police would just bore him eventually.
My theory is that Joker is actually petrified by fear and it is the reason he is so insane. It is the only way he can cope.

Nothing. The Scarecrow sprayed him with fear gas during Knightfall and it had no effect. Actually, he liked it.
Maybe that's more accurate -- it's not necessarily true that the Joker fears nothing, but he's so insane that he doesn't react to fear the way any sane person would. He embraces it.
