Hush has a lot of good moments - its true failing is that it tries to sell itself as a detective story, but isn't very good at it. The true identity of the villain, the climax that's supposed to tie everything together...They're weak. Very weak.
So, other than the villain and the plot, Hush is good. XD

ASBAR...Haven't read it, and from the scans I've seen, I wouldn't touch it with a ten-feet pole.

In the sense of an unfinished story. The story was barely begun when it went on permanent hiatus. Individual moments were awesome or hilarious before then.
Sure, Hush is a cohesive whole. But it wasn't inspired satire.

All-Star Batman was a terrible waste of good Jim Lee art. Probably the best of his career, too.

I'd go with Hush easily. All-Star was a little nuts (not in a good way), art was gorgeous though!
