Not sure but I think this is the first post-crisis appearance of Mr. Mxyzptlk, way back in Superman #11.
In the same issue he also turns a boy's toy ape into a giant yellow gorilla, turns an image of a type writer on a billboard into an actual giant floating type writer, turns Lois into a mannequin, turns a mannequin into a real woman, and brings life to other objects including a box truck and the Daily Planet building.
