    As Haytil said, that page is from 'Gotham Central' #11 (Nov 2003) which happened before 'War Games'. Batman was first officially photographed rescuing kids during the 'War Games' event in 'Batman' #631 (Oct 2004), up until which point he was just an "urban legend" to the wider population. Wayne's public announcement of Batman Incorporated didn't happen until a lot later, in 'Batman and Robin' #16 (Jan 2011).

    Gotham's a big city with millions of people...I'm sure that not every one there believes that the moon landing wasn't faked...

    Exactly.

    They way they played in the comic stretched belief a bit, but no more than most of the rest of the stuff that happens in the comics.

    I always liked the urban legend idea - it made him much more mysterious - and even people who thought he existed weren't sure of the extent of his abilities.

    Perhaps some people can only believe a finite amount of unlikely things before their mind rejects anymore and living in Gotham City or Metropolis they would soon reach their full quota.
