Surely not Franklin since Sue had him right after she married Reed. Valeria birth is a lot more convoluted. Franklin made Sue pregnant again with the child she lost in Byrne's "A Small Loss" story. This child was conceived during their trip to the Negative Zone and IIRC the crisis she was experiencing might have been because of that. But since Doom midwived the birth of Valeria there's still that mystical link between them that I don't think anyone has totally figured out. Reed just prefers to ignore that and her fondness for her "Uncle Doom"

Generally Doom doesn't kill anyone because then they won't serve him.

Actually, Doom used to constantly have a holstered pistol on his hip. He would only use it to shoot down lackeys that displeased him.
