It was the "will" of Jean Grey that caused the Phoenix to commit suicide, or at least as close to it as the Phoenix can. The Phoenix can't be killed, so when the Jean Grey "shell" that housed the Phoenix was vaporized on the moon, the Phoenix force tried to return the portion of Jean that it borrowed back to her actual body at the bottom of Jamaica Bay, but Jean rejected it. Since Jean rejected it, the Phoenix gave that portion to Madelyn Pryor, her clone and the rest is history. Jean eventually reclaimed that portion when she "absorbed" Madelyn at the end of Inferno and dispersed of it later on in X-Factor.

okay, thanks, I just did a google search and read a synopsis. It didn't really kill the Phoenix Force though, is the only problem. That gun seemed to just fragment and disperse the Phoenix Force energies across the universe.

Yeah that would fit well with Iron Man having the tech that could disperse the Phoenix Force in to "5 pieces" wouldn't it... But, that is not what happened canonically... After, Phoenix/Jean Grey came to her senses (following madness brought on by Emma Frost and Jason Wyngarde) She shot herself (suicide) with a Kree canon and, vaporized/atomized/destroyed/killed her body. That's not to say her life force died. And no, it wasn't "dispersed across the universe." either!

You neglected to mention a portion went to Jean's future daughter Rachel.

As for using it on Galactus, I am not sure. Phoenix is an energy being of pure life and rebirth, while Galactus is an organic being of immense power contained in a physical body. If it can mass enough energy or force to pierce or disintegrate his body then it could kill him.

This is how I always read it. Also, that the Phoenix who came to Jean in the shuttlecraft was a future incarnation of her, possibly post-Endsong.
