and that stopped in the late 90s when the Department of Education pushed through legislation saying that any childrens programming on broadcast TV had to have X amount of "educational value"
and I look at afternoon programming now and its Jerry Springer and Maury.. which is a lot more damaging than Digimon or Animaniacs

Depends on where you were and what you consider "way way back," because these "animation blocks" tended to be on local Independent stations through syndication, and if you go back far enough, the daily broadcast begins with the nightly news. Around here, it was not a random occurrence. From at least the early-60s through the 90s there were animation blocks for about 2 hours each day (3-5pm, but sometimes 2-5pm), including Looney Tunes, Walter Lantz cartoons, TerryToons, Popeye, Hanna-Barbera toons, StarBlazers, Speed Racer, Bullwinkle, Underdog, Jonny Quest, and lots of others.

Yeah, Hanna-Barbera cartoons were always on at least in one block a day. If it wasn't Flintstones it was The Jetsons. Then any hit movie would spark at least one stupid cartoon ripoff (I still groan when I think what they made using Spielberg's Jaws as inspiration.)
Things like Bugs Bunny and Rocky & Bullwinkle made it all worthwhile though. Ever notice how the best cartoons were the ones where likely your old fogey parents got the inside jokes better than you did...but they were still funny?![]()
