    They'd done enough with him prior to the Animated Series. Even outside of actual comic books, Messner-Loebs and Infantino had fleshed out his origin already in the newspaper strip. And right from Two-Face's first Golden Age appearance, he at least HAD an origin. Freeze had nothing. He was just a stock bad guy with a gimmick.

    I am with you with the Batman annual. They took some of the sympathy and add a new level of creepy to Freeze. Then again my favorite Riddler story is from Denny O'Neil's The Question.
