I agree. There is a great interview with Frank Miller on the documentary "Give the Devil His Due" from the Daredevil movie blu-ray where Miller says that by the time he asked the higher ups at Marvel if he could borrow the Kingpin for an arc or two in Daredevil, Kingpin had basically dwindled to a joke of a character who used his stomach to fight Spider-Man and who nobody really cared about anymore or would miss. But ironically, after Miller took him and put him in Daredevil and showed writers how he was supposed to be written and used, all of a sudden, the Spider-Man writers wanted him back again, and he was used very heavily througout the 80s in Spectacular, Web, and even during the Gang War arc in Amazing. But by then Miller had already had such an amazing run on Daredevil with the Kingpin that he was already very firmly established as DD's arch nemesis.
Also, Spider-Man already has a vast, great rogue's gallery that's second only to Batman's. Daredevil NEEDED Kingpin a lot more than Spidey did, because up until that point, Daredevil's rogue's gallery was pretty hokey and lame, which is partly why Daredevil was viewed by many as a "poor man's Spider-Man" for so many years. In fact, it can be argued that making the Kingpin Daredevil's arch nemesis is what helped him transition from his "poor Man's Spider-Man" image with a stable full of goofy villains like Frog Man, Man-Bull, Stiltman, The Jester and the Owl to a serious, dark, and distinctive hero with serious threats like Kingpin, the Hand, Elecktra, and Bullseye. So yes, the Kingpin definitely works better as a Daredevil villain.
I love it when back during Stan's run, Kingpin told Spidey I've never hated anyone as much as I hate you. That was awesome.
But does anyone remember when Captain America - knowing what Kingpin was - gave him a free pass simply because he beat up the Red Skull?

Technically, he is meant to be a Daredevil I think but his role means he can, as others noted, appear against various costumed vigilante heroes since he is the kingpin of crime. Big crime operations have a chance of him being involved and thus conflict with a hero, be it Daredevil, Spidey, Moony or any other one.
But much of my knowledge of the Kingpin comes from the days of the Spider-Man: The Animated Series where he had his secret base in the skyscraper and was ruining OscorpSo, I guess I associate him more with Spidey.
