    The idea is that the only way to kill someone with a healing factor is to deprive the brain of oxygen (e.g. drowning and beheading). Beheading a character with a HF is supposed to yield the same results --- fail to reattach the head to the body within 12 minutes, that person will die . . . . supposedly.

    I think the problem is that this rule is not adhered to by every writer. It's very inconsistent.
