Maybe we've been reading it wrong the whole time and positioning on the chart has only a symbolic rather than a mechanical meaning.

I don't know. I just don't think beings on the level of sky fathers or cosmic abstracts are going to slap on an Avengers badge and start taking orders from Cap.

The only guess I made was that it may be groups instead of individuals -- and apparently I had picked up that up from Euphemism for Sex.

Heck, maybe they aren't either. Maybe they will be group insignia, like the Blue and Gold X-men teams.

Maybe some of the icons will be rearranged once the roster is filled more fully, and Tony and Carol will go there, as the "Cap's primary lieutenants" stations that we've heard them mentioned in, while other people will have the spots they're in now.

Yes, I'm wondering if the arrangement will change as we go along. It would almost seem it has to, what with him making various smaller teams in the future. I can't imagine they will stay exactly the teams will stay the same throughout the run.
