I don't think that Doc Ock wants to be a villain at all. I think you're right, that he is just basically insecure. His own shortcomings drive him nuts. I prefer manipulative villains like Green Goblin and Hobgoblin that mess your life up from the shadows, right before the final slugfest...

Default Has Docotor Octopus surpassed Norman Osborne???

Sure Norman nailed and impregnated Pete's first love but Otto killed him and stole his life...

With the events of 700 and the New Superior Spider-Man would you say that Otto is officially Spider-Man's number one baddie?
All stories are imaginary, so you get to decide what's important and what isn't. Continuity is fluid.

Alright let's look at it this way.

How often has Doc Ock lost and been imprisoned? Too many to count. Norman Osborn on the other hand has always found a way out of jail except for when he lost during Siege and recently when he became an Adaptiod.

Doc Ock was responsible for the death of George Stacy. Norman killed Gwen after she had his children. Norman's lifestyle ruined Peter's friendship with Harry Osborn. Norman is responsible for the death (maybe) of Peter and MJ's child. Norman's lifestyle led to Harry creating LMD's of Peter's parents which led to more madness.

If Peter is dead for sure, he wouldn't be able to tell right? But he did feel all that pain Norman caused.

Alright im being biased because i have a goblin tattoo on my back lol

Depends on how much he fucks up Peter's life after this point. But he's certainly in a prime position to.
    Bad news everyone...

Honestly, I think Peter is happier dead. The guy worried non stop, lost countless loved ones, and never moved on. He seemed pretty content with the "good" Octavius as he died.
