If we want to talk about deadliest, Joel Schumacher did manage to kill Batman...the movie franchise anyway.

It took Christopher Nolan dipping the whole thing into the lazarus pit to bring it back.

Consider mine another vote for either Ra's or Bane. They're both ruthless tacticians, well-spoken & charismatic, and they both know that Batman is Bruce. Ra's edges Bane out in fighting skill, but Bane surpasses him in the sheer strength department. Both have legitimate victories over Bruce in a fight & could've ended his life had they so chosen. They've come closer than any of the other Gotham rogues to putting an end to the Bat. If Bane spent at least a full year of strict martial arts study & was able to focus all of that raw power into fluid technique, I firmly believe he'd have the advantage over not only Ra's, but over Bruce too.
