How exactly? I'm not sure he has the oomph to do any damage to Surfer. I guess he could use a speed steal, but I'm not up to date on whether or not that would count as a win or not since he's technically not doing any actual damage.

He'd struggle to get out of there, it's a notoriously difficult place to escape from even for those with dimensional traversing abilities.

That said, is there anyone fast enough who wields a Phantom Zone Projector (or anything of the sort) who could tag Surfer? Kryptonians certainly aren't quick enough.

No, but remember for at least one scenario the OP is allowing the opponent time to activate a non-physical attack before Surfer can react. I guess he could still dodge the beam, but then again with prep Supes could probably widen it.(is there even a beam?)

As for Silver Surfer, not sure who can do it. He is up there in the food chain.

Nope. I don't recall any indication that Hunter Zolomon has FTL speed or reflex. His power is to slow down time relative to himself. That, of course, begins with a thought. It is established fact that the Surfer can think, move and react at speeds way, way beyond light. And well beyond the ability of someone, otherwise human, to react to.

Therefore....

Zoom II gets blitzed before he has an opportunity to react.

Least that's my synopsis.

Edit: Speed steal is not an option since Zoom 2 is not a speedster (no access to the speed force).

Zolomon's powers are pretty much on all the time like Wally's.

So he's got the speed to hang with Surfer, but he doesn't have the damage output.

Zoom's powers are sometimes off. There's issues where he gave Wonder Woman a concussion from a punch. I don't know what his current set are. He probably doesn't exist in Nu52 yet.

No, they're not.

His powers aren't to shift himself out of synch with time. He IS out of synch with time. He can just choose to travel alongside time when he wants to.

But he is never in synch.
