Thanos is WAY above any other Eternal (Titan or Earth). After that you're probably talking Makkari, Gilgamesh and Sersi. Then peak Zuras, Mentor, Ikaris and Thena. Then... the rest.

No, I know that he is now, what I'm saying is that his base level might not be higher than Mentor, but that after all the explicit amps (training, cybernetics and other tech, magic, et. al.) he's had, he's way, way past him.

I thought I probably was short-selling peak Zuras. The trouble is that current Zuras is so far below peak Zuras as to be barely recognisable. Dementia-Tramp Zuras is not all that impressive compared to other high-end Eternals.
