Aahz, from the Myth-advertures of Aahz and Skeeve has neck muscles strong enough that when he was sentenced to death by hanging, he had no concerns about being strung up all day. Although Perverts (er Pervects, sorry Aahz) are otherwise also quite strong, the rest of their physique is not on that level.

I think a lot of people are missing the disproportionate mentioned in the OP a lot of these guys have huge necks, but are covered in muscles otherwise.
So far I think the headbangers are winning this, with maybe Abobo as competition.
