Wasnt Eradicator mentioned in Superman #0, leader of a nihilism cult on krypton the prevented any effort to prevent its destruction?
That was it. That's what I was thinking of earlier and couldn't quite remember. So yeah, H'el certainly wouldn't fit, be it as the Eradicator itself/himself or as a member of the cult, considering he's trying to bring the planet back.

And they were right.
And for everyone who wonders about the "S" on his chest? It is so far removed from Bizarro or Prime or anyone else that you can relax: By the time this story is over, you'll see that H'el and Bizarro can exist in the same world.
So, actually, Lodbell intended to make a reimagined version of Bizarro only for it to spawn a completely new character.

He does feel like Bizzaro, with the weird skin texture. Like a Kryptonian Frankenstein. Naturally, the reimagining of his origins on Krypton and the Brolly look made him a different character, ultimately.
If we ever get Bizzaro, I hope they just lift it directly from All Star Superman.
