A fiberglass tube, marked for training only that only generous i used as a club and not very dangerous even that way.those launchers are not re loadable and that shell is the equivalent of a fire shell casing.

Even Star Trek phasers are torturous (very painful, and deadly at close range).

Even stun can be dangerous at extremely close range, but I've never seen them treated as "torturous".

it's less about whether the normal citizenry could defeat a standing army and more about the principle of it, the founders of our country acknowledged that a government can become corrupt and tyrannical and stated that if that happens, the people should rise up if needed...is it plausible today, most likely not, but it is more of an ideal than anything else
