Don't forget Bill Everett. He didn't do a lot but he did two of the biggest. He's the creator of the Sub-Mariner and co-created Daredevil with Stan Lee. Only penciled one issue of Daredevil but it was issue #1 and that is a giant issue!

Chris Claremont, Herb Trimpe, Roy Thomas and Len Wein. Between them, they created both Captain Britain and Wolverine.
Claremont, Ditko, Byrne and Len Wein, I would say. David Michelinie is probably a dark horse, although I'm personally not a big fan of Venom.
Roy Thomas is a pretty bed rock creator of the Marvel Universe, especially with some of the characters he co-created or adapted. He created a bunch of characters that others took over around the time I think he became the EIC. Checked the list, this doesn't include he brought Conan and Star Wars to Marvel and co-created Red Sonja.

Len Wein: Wolverine, Storm, Nightcrawler, Colossus, Jamie Madrox. Claremont may have been the one to primarily develop the first four but Wein created them. Peter David would likewise get the credit for developing Madrox but again Wein created him.

I'm sensing a pattern here, chronologically. It seems like 1984 was roughly the time when Marvel said " Yep, that's enough. No need to come up with new ideas any longer. We can coast from here on in!" And by golly...they have!
