Well, it could be an issue of looking at sales of the first volume, too (or initial retailer reaction to the announcement being poor).

I know that in some case they've been able to work out agreements which gets around the reprint policy (see Warlord or Booster Gold, for example), but something like that would presumably be much more difficult on a book with multiple contributors.
