Why is there a Batgirl and Batwoman title?

Wow, not very objective, are you? I had no idea Joker and Penguin were "generic".

They are.
Even ignoring how played-out they are in Bat-family stories, they're pretty stock characters.

Contrast with Batwoman, who contests with a crime-worshiping cult and a criminal organization lead by Medusa that feeds off people's superstitions to bring urban myths to life (including something different being done with a Batman rouge).
