New 52 Organization Hierarchy

Why are there so many organizations in the DC Universe? And what is the hierarchy exactly? It just seems redundant.

CADMUS
SHADE

Project Majestic/Whoever Waller works for

I believe its Cadmus/Project Cadmus/Cadmus Project and not in capitals as that would imply its initials for the full name like S.H.A.D.E. or A.R.G.U.S. I actually can't think of any more new 52 agencies being introduced though I do know that in the pages of Blue Beetle that Director Bones of the DEO was kind of fedup with the government shakeup that was happening with the introduction of A.R.G.U.S. We really have no idea though how all relate to one another.
