There was a time when they did everything they can to try to show Tim as Batman the second. I didn't mind it at first as just a dark phase; I thought it was an interesting contrast to Dick, who was Batman, but very different in personality.
Then once Bruce returned and Nicieza took over RR it become rolleye worthy, with him getting his own Tower of Babel, and etc. He wasn't just a second rate Batman. He was a second rate version of the douche era Batman.

Each of the five Robin could be effective successors given the time and attention, or obsession, to develop into independent adults. However, each would exemplify different qualities of Bruce in keeping with their personality, thus the choice is mostly a matter of what direction do you feel Bruce's successor would have to take.
Dick: Graceful, sociable and friendly. Dick would be the successor who would foster sidekicks best and maintain a higher public profile, who would be more in the world than his mentor. The Hero.
Jason: Obsessive, emotional, isolated. Jason would be the successor who would be fully consumed by his cause, who would withdraw and in doing so become a force, inhuman. The Dedicate.
Tim: Intelligent, adaptive, confident. Tim would be the successor who would operate most as investigator and organizer, continuing to back teams but from the shadows. The Detective.
Stephanie: Rash, impulsive, reflexive. Stephanie would be the successor who would opt for intervention over surveillance, risk before consideration of reward. The Brawler.
Damien: Overshadowed, trained, heir. Damien would be the successor who would seek to improve on his predecessor's execution, an imitative tribute. The Echo.
We saw Dick as Batman, attempting to be and then breaking from the model set by Bruce. He would be fine, perhaps less directly effective but far healthier. There is an issue detailing what happens with Damien in the far future, it depicts essentially the behaviour I described. Jason is already half way there in the New 52, he just lacks a suitable obsession. Tim was halfway there in the Red Robin series, as mentioned above.
Of all of these, I would have to pick Dick or Tim. Those are the directions I think most viable for a successor to the mantle.
