Sort of? As I understand it, the environment is malleable to our wishes - so you can manifest the sorts of things your powers produce, as well as stuff you normally can't. (Which is why Mack's conjuring a Dreadnaught instead of going with his usual powerset. He figures there's a chance he can strike a psychological blow that way. I'm pretty sure Volkov can't summon castles in real life either.) But it's all based on willpower and emotion. Rivia, with her psychic training, ought to be fine.
I'm not sure how less tangible things like illusions and mind-reading would work, since it's already inside the mindscape.

It's basically him admitting he needs the others help, he can't do it without them, and his willingness to give everything he is to help the them. Cas is still righteously pissed off though. He's just at peace with not being strong enough to save them all himself.
