It seems Avengers #1 was the moment before the teams were all put together, but not before New Avengers restart, because Cap had a nightmare about them. However, we never see Hulk being invited into the club, he just appears in Avengers Assembled, and Avengers, after Indestructable Hulk #2. My feeling is that Steve and Tony got up one morning and designed the Uncanny Avengers, Avengers Assembled, Avengers, Secret Avengers, Thunderbolts, and New Avengers, as a resource, much like Jonathan Hickmans Secret Warriors teams, which operated independent of each other, until the need came for all of them to work together. Then Cap went around to each team and set them up, interspersed by adventures in their own books, like Hulk, Cap, Iron Man and Thor.

What I would have liked to have seen was the first meeting of Hulk and Red Hulk as shown in AVX #12, but never documented. The whole of the Marvel heroes got involved in AVX and it seems reasonable that under that banner, Steve Rogers would have seen the potential of collecting all those disparate forces together. From Avengers Assembled, Steve felt he could call upon the GoG, he had the Illuminati hidden in the background as a resource, (which to my mind, hasn't been utilized to anything like the potential it has), and so created a Space Avengers Group as part of his outside Earth response capability.

As far as this threat about restarting evolution on Earth is concerned, you would think the Elders of the Universe would just make an appearance and wave their finger, saying tut, tut, tut.... Because if it's one thing you don't want to do is, mess with Earth, because those guys are dangerous to all of them. Hell, they just told the Phoenix to go preen itself on another branch. What are the Elders of the Galaxy?

As far as Steve knows, the Illuminati is disbanded. They agreed never to meet again after the Infinity Gauntlet and made a special exception during AvX to try and arrange a meeting with Namor.

My guess is that Steve is feeling exceptionally vulnerable so far after AVX, that a lot of heads like the Illuminati could be an asset? Instead of them being this unformalized set of individuals, Steve may be thinking they could present more trouble, and that's why Steve is having more nightmares? That's two possibilities. After all, it's the Illuminati's fault that things turned how they did. You could draw a direct line from them to CW, WWH and SI, causing the DR and Siege. Basically all of Bendis' run has been because the Illuminati got involved. I think that needs to be addressed by Steve with the group.

But I'd also have to wonder, after the GoG summoned the Elders of the Universe in Avengers Assembled, why Steve didn't contact the GoG to get the Elders to shoo away the Pheonix? Is it because the Elders are reluctant to interfere with some entities, like Galactus and these new threats in Avengers #1?

He's going to be disappointed when he finds out they kicked him out of the club.

It's because AvX was a giant piece of crap and made no sense whatsoever. There are loads of ways the conflict could have been averted. The Elders wouldn't have interfered because the Phoenix is part of the natural order and what it did needed to happen.

Yeah, that's what I concluded. I just wonder if the Elders can do something about these pesky intruders on Mars, though?

    Who are the Elders?

Fiction is a fickle thing. It all depends on the next word that is written.

Elders of the Universe were in Avengers Assembled in the Thanos arc, and were the ones who made the non-interference edict about Earth.
