Well, I'd say this guy is up there with fictional Hitler, considering he vaporized a baby, made 'shooting stars' by throwing people high in the air and allowing them to fall toward the Earth, and single-handedly wiped out Singapore because one guy lied to him, while forcing an ally of his to choose 20 of the millions of inhabitants to save.
Seriously, this guy made another complete monster supervillain become a good guy due to being horrified by Plutonian's actions.

Notably, it didn't affect Planet until Hitler specifically glared at him either, so it does take at least some focused hating. But yeah, while hate has been shown to mess with Captain Planet a bit, it's never depowered him like physical toxins do. In fact, IIRC, he delivered a psa to a crowd of people hating on the HIV sufferer in one episode. I could be misremembering that though.

It's possible Plutonian's hate might cause Cap to stumble for a moment, and really, that's enough for Plutonian to get in a good hit, especially with the speed advantage.

Standard knowledge combined with Khazan starting distance makes that less likely. Cap was unaffected by Hitler until they were right next to each other, and he wasn't ready for it.
I've never read the Plutonian's series though, so I have no idea if it will matter.

Watching the Hitler scene again, I just realised that after he flew it into space, Cap totally took the blast from that nuke at close range (close enough that the bomb itself was still plenty visible). It even sent him tumbling, so we know that's what they intended to depict. Dunno if anyone's brought that up, but it's certainly a good durability feat for Cap.

A woman can move a lot faster with her skirt up than a man can with his pants down.
Planet throws the nuke into the distance and it explodes a little ways off from him(by no means far enough to even put him outside the main force of the blast), knocking him for a bit of a loop, but leaving him unharmed. While I doubt the writers were even thinking about the radiation (although Planet does comment that he has to get it far enough away that the radioactive material won't fall back to the Earth), it may just be a matter of him being in no immediate danger and going straight back to Earth.
But yeah, Planet's pollution weakness is terribly inconsistent.

Not to divert but I worship, Ted Turner Robot Chicken Captain Planet. He has some abilities being able to smash through a bulding's plate glass and hold a dude out of a windown (that's human strong).
Of course this is not relevant to this rumble. Captain Planet - I'll kill you!
I hate to say it, but this is not that great a feat. Cap is moderately fast here. He doesn't clean all the litter in the city, from what I can tell. Instead he takes a load of empty recycling bins and takes a couple of seconds to place them down a city block's length of street. Then he stops to chat with some folks, and the scene skips forward to where a large crowd of people are clearly filling the bins and trash cans themselves. He's not doing anything Silver Surfer-level here.
Yes, zipping down a city block in a second or two is pretty fast. (Though I expect he's actually going faster during the lead-in to that scene, when he rockets towards the city.) It is not 'find every piece of trash in the entire city and collect it' fast, or even remotely close. Moreover, it counts a lot less as combat speed, since he's not doing anything too complicated - he's dropping off bins, not dodging things, searching things or other involved tasks. Finally, Cap's doing this in some sort of Kizaru-esque energy mode. This is actually a pretty good transmutation feat, since he turns the bins to energy as well, but it's not a straight-up super-speed feat.
