Jack wins both scenario, especially the first. Cap's strength level is no where near Jack's and they are both skilled and fast. Although both had similar backgrounds, where a thin person got boosted due to science. Jack's strength is probably around 8 tons, if this is ultimate captain america with old cap's skills and shield, then this would be a closer fight.

Jack broke the jaws of a polar bear in one punch, and outran the polar bear and ripped it with his bare hands, outpowered a guy who strangled an ox sized anaconda and outpunched hanayama(who broke the bars of the prison cell at a weaker time of his life and broke a trained 200 lb+ guy's spine and arm bones in one punch even when the guy blocked it with his limbs). Cap has not demonstrated this kind of power.

And did he break the Grizzly's skull? Jack crushed the Polar Bear's jaw bones and all its teeth with a punch, not to mention a polar bear, especially the one he fought is more than twice the size of a Grizzly. As for a cheetah... you do know its only around 1/10th the size of a Polar bear right? And smacking one is far from shattering the bones of one with one hit.
