I feel like I've missed something. Have they explained how the Court of Owls resurrect their Talons?

I'm really not caring about this series. Our protagonist isn't a Talon, he's a former Talon who escaped and for some reason still wears the suit. He's fighting the group that Batman has already crippled. and I don't see why he doesn't simply seek out Batman knowing he holds a grudge as well. Its not like he "believes" he is the best fighter ever, he tries his best to avoid running into other Talons. Logically in his shoes I'd try and seek out Batman to get help. I just find it a very boring series about a slightly different batman. and thats all he is, batman with a different background, less gadgets, and an altered suit. We have enough heroes in Gotham as it is, too many in fact. I'd have rather read about a new living talon that was in training when night of the owls occurred, and now has no masters (since they all fled) so he goes on a killing spree instead, attempting to make a name for himself in the underground to eventually attract the attention of his former masters.
I don't know much about Azrael (outside of the Knightfall novel), but can anyone see Calvin becoming a bit like him? Less crazy and not as good in combat but I get that vibe for some reason.
