It recognizes those individuals who have made "an especially meritorious contribution to the security or national interests of the United States, world peace, cultural or other significant public or private endeavors"
There are a ton of folks who've gotten this award, everyone from Bob Dylan and Hank Aaron to former Presidents (why do they need an award like this, they were President of the United States! Do they need any more recognition than that? Wouldn't an "attaboy!" suffice?)
Not really sure why we feel the need to award these people for essentially doing their job, but whatever. You're an artist, writer, musician - you create this stuff for your living. Because it's great we need to give you a medal? Precedent has been set for all of these, so Stan getting this would not be crazy or out of the question, but the whole idea comes across as a bit silly.
If you read a lot on Stan, it sounds like he was not afraid to take credit and hog the spotlight from others, etc... You could argue that was his job as publisher and "face of Marvel", but he rarely, if ever, said, "Jack actually did this, and Steve did that." I'm reading this book by Sean Howe which is insanely interesting, and while Stan isn't portrayed in as bad a light as Jim Shooter, he's is not the shining knight some people think he is (but then, are any of us?)
