Nah. He isn't his brother, though it is ambigous. I doubt it though, but I am interested in the character reappearing in the future. Also, nope. Court had nothing to do with the Waynes' deaths. Snyder said he wouldn't be changing anything about that.
It seems very unlikely that he was Bruce's brother, but since "The World's Greatest Detective" never took a tissue sample from a future mayoral candidate, or from a murdered corpse at a crime scene, or from the blood left on his suit after the ultimate battle, we don't really know for sure.
Yes, the insinuation is that the Court attempted to kill his parents at least once, but Joe Chill is the origin story of their best selling character, so no they didn't kill his parents.

Excellent point. Here's another problem I had with the Court of Owls (besides the obviously contrived nature of it); this is a nitpick but it happened so early on in the arc that it had me feeling I wasn't in good hands with the writer. In either the first or second issue of Baman, a Talon pushes Bruce out a window. Bruce is falling to his death, as far as this Talon knows. But as Bruce plummets from very, very high up, the Talon decides, nonsensically, to attack Bruce again, in mid-air, as he's falling. Why? Is there some clue in the art that I missed? I do not think that the Court actually killed his parents. It's clear that they wanted them dead, but there's no evidence that they ever got to them. And I'm pretty sure that TDK #0 shows that Joe Chill was the killer, and I assume it's all the same continuity now, not sure though.
I forget if he explicitly said this, but I think he would just rather not know. I'm pretty he talked about getting a sample (with Nightwing?) but just wanted to stick to his beliefs I guess. It doesn't matter whether or not March was biologically his brother, because he was never his "brother" in a theoretical sense.
I do not think March was his brother biologically, but again, I think the point Snyder's trying to get across is that it doesn't matter.
With this, I assume the Talons know they are practically indestructible and has faith that he will be "resurrected" when he hits the ground. Either that, or he's a highly trained and loyal assassin whose entire purpose is to kill his target designated by the Court. His life is less important than his mission. Take whichever view you want, they both work for me.
