Actually, no. It's a model played out in several isolated societies. Most notably among the monarchies, where interbreeding was outlawed because of it's effects. It's why livestock breeders utilize 'controlled' breeding techniques.

Yes, but that effect is felt over several generations of interbreeding. An isolated relationship between two siblings isn't more likely to produce genetic defects than any other.
