I thought about including Red Skull and Mr. Sinister, but I think either they'd refuse to work with the others, or the others would refuse to work with them. They'd manipulate powerful but relatively thuggish groups such as the likes of U-Foes, Wrecking Crew, Serpent Squad, Lethal Legion, Sinister Six, Maurders, and Reavers to do their bidding.
