I for one am still hoping for a mixture of Barbara and Priscilla's backstories. Why does the Cheetah commit crimes? Well because she has a desire to control the world using the powers of fallen gods and mystical artifacts. And she's nuts... But then again, I just like golden age references.

I don't see how, since the Apache Reservation is in the Southwest of the United States (Arizona and New Mexico, specifically), not in the Congo jungle.

I thought it was fairly obvious that the Apache reservation thing was about Giganta. Same powers as Super Chief, after all, and that was the story in Super Friends, and Johns loves mining Super Friends for references. Actually I think the American southwest magic thing is better than the gorilla-switch origin. Less novel, for sure, and more pulpy and trope-laden.
