Also, I haven't read it but Warren Ellis' Captain Swing would also qualify as steampunk if I'm right.
Lady Sabre & The Pirates of the Ineffable Ether is a good web comic from Greg Rucka and Rick Burchett.
Also, Atomic Robo isn't really steampunk, but it's really good so you should read it anyway.

It's basically "if the Victorian Era had developed 'advanced' technology with the knowledge they had", or "if the technology, design ethos, and tropes of the Victorian Era (and especially its fiction) continued on into the present".
You can also get atompunk (50s sci-fi in the present day), dieselpunk (20s/30s), clockpunk (Elizabethan)... I'm waiting on one based on the 1980s (faxpunk) and late-70s Britain (punkpunk).
