What you have is a fun little piece of 90's comic book history.
The Warriors of Plasm was the flagship book of Jim Shooter's Defiant Comic company which he started after getting the boot from first Marvel and then Valiant. The card set made up what was the #0 issue of the Warriors of Plasm, which was the title that eventually sank the company due to a legal battle with Marvel over a similar sounding property they owned.
How would people get the cards and the binder to complete the set

You had to buy packs of cards, lots and lots of packs. Or the tin box collector set.
Are these rare at all Or are they like a dime a dozen?

Actually one more question, when I bought these they were in a binder with a Plasm stamp on it and a splatterball mini comic in the back of it, is that official or is it like a fan made thing

And the reason it was done in cards is that the company that financially backed Defiant, The River Group, was a collectibles company. So they did boatloads of "collectibles" stuff that kinda dragged the company down as a serious comic book publisher. Your Plasm 0 set isn't even the nuttiest one, there was one that came with a cassette tape and foil cards.

As for value, I checked eBay. Looks like you can get a sealed set of the cards for $8. Or a case of 8 for $33.
