Depends on how you look at it. From the POV of actual published stories, maybe not, but in-universe (so to speak) the JSA had supposedly been active as crimefighters for decades and Ted had apparently been active with them for much of that time, just not during the war years. The general public in the DCU would still see him as a veteran crimefighter who'd been around for about 70 years. And if you think about it, even from a real world POV, the Golden Age stories are now only a fraction of the JSA stories published since 1940.

And don't forget, in the the 1990's (after Zero Hour), Alan, Jay, and Ted were basically the only ones from the 1940's who were still alive and active. Dr. Fate had gone through changes of who was behind the helm; Hawkman had his issues (that whole Zero Hour merger of various Hakmen); Spectre was a dead spirit (who didn't always identify with humans); Ted Knight had passed on the mantle of Starman to others (like his son Jack); Hippolyta as Golden Age Wonder Woman was a later retcon; etc.

What's also interesting with that is that Wildcat was actually inspired, in part, to become a hero because of Alan Scott. I don't not like the Wildcat character, I just wonder if it wasn't just a bit of luck on his part to not have been killed off in Zero Hour. I wonder why Atom, Hourman, and Dr. Mid-Nite were chosen to get the axe. Al Pratt had just as good of a pedigree at that point as Ted(JSA from the beginning, featured in the original JLA/JSA teamup, featured in A-SS more as I recall, had a more prominent successor in Nuklon, etc) minus the heavy feature in the 70s series, and also a feasible explanation as to why he could be kept young(the radiation). That said, I love all of these characters.
