I don't like Hill but she was right the heroes had to take some blame for the Hulk actions.
I honestly felt the heroes generally speaking had the right idea about hunting the Hulk (and I'll apply the same arguement to anti-heroes in general like Punisher or Cyclops renedages or whatever). If they have absolutely nothing better to do at the time then I think it's reasonable to expect heroes to go after people like Punisher or Hulk or any other heroes who are technically criminals. But 99% of the time, there are real villains out there and going after them is a better usage of their time.

People like Hulk or Punisher or Cyclops these days at least can do sometiime break laws and can cause problems for law enforcement... but the majority of the time they're going around beating up bad guys who are larger threats than they are. So for most heroes going after them is and should be considered a relatively low priority. Hill probably understands that now that she's been on the opposite side of the law during Dark Reign.

Everybody in the Marvel Universe in some position of authority was a scumbag at that time. It's just how they were written.

I don't hold WWH against Banner any more than I hold Civil War against Iron Man, or AvX against Cyclops. At the time, it was deemed necessary for them to be dicks, and so that's how they were written. Personally, I'm glad to see the Hulk back on the team. It's great to see the Big 6 together in one comic.

The American Government, maybe. The British one did rather well the last time we saw it, during the Skrull Invasion. Gave the job to someone with knowledge and experience, no meddling or appointing villains, just got the job done. That same team saw off the Skrulls, a Lord of Hell and Dracula, with minimal casualties. Not bad going, relatively speaking!

Yes, but these days you wonder why they can stand to be in the same room with each other. I guess the Hulk has forgotten all about that world he used to rule that blew up partly because of Tony and company. Millions of dead just rolled off of their backs.

But in the least, I'd say she's improved. You can't say that about most people working with the government.
Yeah, I'd rather have Hill, who has shown that she can develop as a person (thank you, Matt Fraction and every writer who has used her as someone other than Bad Guy) than half the characters in the MU. I loved her walking away from Tony when he said he'd do Civil War all over again because he thought he was right. Such a great character moment.
Bobbi Morse: has been on three Avengers teams, worked for SHIELD, evaded the Skrulls for years, received the super soldier serum and Infinity Formula. Still not even a limited series.

Because at this point in the comics (to the OP), the easiest thing to do is simplify everything, especially in the wake of the movie. Therefore, it's just accepted that "Hulk is one of Marvel's biggest heroes, so he should definitely be an Avenger." It really isn't any more complicated than that, I feel. I mean, heck, Hickman's Avengers contains Marvel's six most popular characters all on one team. It's all about the Benjamins, folks. Sure, we lose out on a ton of character development such as "Why is (insert character here) on the Avengers team?" but that's the unfortunate casualty.
"Waves are but water. Wind but air. And though lightning be fire...yet it must answer thunder's call."

It's just easier to write it this way.
