Two questions about Swamp Thing and Animal Man ongoing story.

1. At what issue completes this amazing story arc?
2. Does anyone think that DC will collect this arc in a single hardcover book? In other words, one book with both all the issues of Swamp Thing and Animal Man.

Issue 17 wraps up the crossover between the two. Issue 12 begins in. The issues before 12, in both titles, lead up to it but function on their own. Issues 13-16 of each title also function on their own.

2. Does anyone think that DC will collect this arc in a single hardcover book? In other words, one book with both all the issues of Swamp Thing and Animal Man.

There is going to have to be some cross pollination, as the story can't be read completely without issues 12 and 17 of the other book (ie, to understand Swamp Thing you need to read issues 12 and 17 of Animal Man, and vice versa for Animal Man).
