Elder Kai's powerup removed his need for the transformation, he wasn't capable of it afterwards. It doesn't really make sense for further movies/shows to ignore that.

Movie 13 already set the precedent, so it's not that big of a deal. Now if Gohan turns SSJ while he has the "evil eyes" in his base form, then we'd have a problem.

... Yeah, I can probably roll with this. Treat Mystic Gohan not as a base form, but a transformation like SSJ. Therefore while it is his strongest form, he can still use weaker ones.

Edit: Did a Quick check to the manga. Gohan asks how does he go and become an Ultimate Warrior. Elder Kai says "You know how you become that Super Saiyain thing? Do it like that."

I guess you can use that to support it is a transformation, though you can also use that to support him not being able to go SSJ anymore as well.

The biggest downside though, is that because most of the translations for DBZ are no good, some Elder Kai's dialogue isn't translated.

It is hinted at when Gohan looses it at Elder Kai when the ritual wasn't finished yet. Ordinarily that would transform him into a SSJ, but only the color of his eyes changed, the rest looked like his Mystic state.

If you mean the third panel from this batch of scanlations, then this is the gist of what Elder Kai said:
