Definitely Dr. Veritas. Interesting. Also, the first thing I thought upon seeing the cover is that the big guy was Rao himself. Not sure about it being a statue, since it was moving.

Looks very Fourth World to me, like something that would be on the Source Wall or something. Not saying its meant to have anything to do with either of those things but it has that sort of feel which would feel appropriate if its supposed to be some representation of Rao. Very DC-God-like in other words.
